Subject: NARRATIVE HISTORICAL BACKGROUND AND PHYSICAL DESCRIPTION
Nabaluto was the original name. Historical accounts mention that the place is intermediary between the Municipality of Lemery a Barangay of the Municipality of Sara before and the mother town which is Sara. Before World War II there is no road that connect Lemery with Sara. Lemery resident would take an afternoon hike prior to Market Day in Sara because of the distance. Thus people will see to it that they will be at nabaluto by the evening taking up their supper and take a night rest them resume the walking early in the morning to catch up the market in Sara. During Friday evening it is a common happening in this locality that people Sather and cook their supper in common language distortion instead of Nagaluto they called the place Nabaluto.
The name Nabaluto did not last long. It was changed to another name after a rich Friar named Pedro Velasco purchased the area among resident wholly owning the whole place. As the community grows people establish their set of government. They requested a donatico of the school site from Pedro Velasco. Pedro Velasco believing that it is land for the school site. Thus after his death and to commonarate a name perpetually the brgy. was named after him thus Brgy. Velasco stand to where it should be.
It is a boundary of brgy of the community of Lemery and the Municipality of Sara it is bounded in the east by brgy. Apelo of Sara, Nagsulang in the North and West and Cabantohan in the South. It is dominated by lowland and upland topography. The owner utilized the upland for livestock and upland crops like coconut and sugar and the lowland is devoted to rice production.
